Ученые собрали данные по гидрогеологическим картам, имеющимся в распоряжении правительств стран Африки, и по 283 исследованиям подземных водоносных горизонтов.

Новая детализированная карта показывает, что многие государства, ныне обозначенные как "не имеющие водных ресурсов", на самом деле располагают огромными запасами пресной воды.

"В странах южнее Сахары - наиболее бедствующих сейчас - запасы грунтовых вод ниже, однако наше исследование показало, что если вести разработки аккуратно, то подземных запасов в Африке хватит для покрытия ежедневных потребностей местного населения: для питья и орошения плантаций", - подчеркивает геолог.

Подземные резервуары могут смягчить последствия резких климатических изменений.

"Даже в скудных водоносных горизонтах в засушливых регионах, где очень мало дождей, по полученным нами данным, вода сохраняется от 20 до 70 лет", - говорит Хелен Бонсор.

"При нынешнем скромном уровне потребления - для питья и полива растений - грунтовых вод хватит, чтобы пережить засуху и другие временные бедствия".

Spain restores border checks for Barcelona ECB meeting

Spain will reimpose border checks for a European Central Bank (ECB) meeting in Barcelona next month, suspending the EU's passport-free travel treaty.

The Spanish interior ministry believes anti-austerity protesters could try to disrupt the 3 May ECB summit.

Only a threat to public order is seen as grounds for restoring border controls under the Schengen Treaty.

Only crossings on the French-Spanish border will reinstate checks, ministry officials are quoted as saying.

The measure is expected to last about a week, but no precise dates have been given yet.

Barcelona saw clashes between protesters and police on 29 March, the day of a general strike in Spain, which has the EU's highest unemployment rate.

The EU is currently reviewing the Schengen rules, which apply to 25 countries, because the economic crisis has increased pressure to keep illegal migrants out. Last year France and Italy led the calls for more surveillance of Europe's borders.

Schengen, which includes some non-EU countries, is intended to ease travel for Europe's citizens.

Germany and France want the EU to allow Schengen states to reimpose border controls for up to 30 days to prevent any major influx of illegal immigrants, Sueddeutsche Zeitung reports.

The German news website says the proposal is contained in a joint letter, to be considered by EU interior ministers in Luxembourg next Thursday.

France, Germany seek changes to EU open-border rules

BRUSSELS (Reuters) - France and Germany have proposed that countries in Europe's Schengen border agreement be given more leeway in suspending the pact in extreme cases, a proposal likely to fuel debate in Europe.

In a joint letter to Denmark, which holds the rotating presidency of the EU, the French and German interior ministers said amendments to Schengen, which permits visa-free travel across 26 EU and non-EU countries, were necessary to ensure tighter security within the European Union.

Issued days before the French election, in which President Nicolas Sarkozy has campaigned on the need for tighter border controls to limit illegal migration, the letter will be seen by critics as having a clear political purpose.

"Member states should have at their disposal, as a last resort, the possibility of reintroducing internal border controls for a period not exceeding 30 days," says the letter, written in French and obtained by Reuters.

"At the end of those 30 days, it will be up to the European Commission to recommend to the (European) Council to continue or interrupt the internal border controls."

EU states already have the power to allow the reintroduction of border controls for 30 days if there is a specific threat to security or public order, and have done so on multiple occasions, such as during the 2006 soccer World Cup in Germany.

The European Commission has proposed limiting the suspension by national authorities to five days, with any extension contingent on approval by member governments after a proposal by the Commission.
